The following programmes/Schemes are implemented in the Directorate

(a) Economic Development Programme:- (EDP)

This programme aims at enhancing the socio-economic status of target groups by way of giving grants either in kind or in cash to the selected beneficiaries. Selection of beneficiaries is effected by a Beneficiary Selection Committee constituted by the Government. Individuals/households belonging to Economically Weaker Section (EWS) shall be eligible under these scheme and applicants shall submit a certificate from the SDC/SDO/DC concerned certifying their eligibility under EWS. Fishery; Vegetable Farming; Irrigation Pump Set; Poultry; Tailoring, Embroidery; Carpentry; etc. are implemented under EDP. Work Advisory Board (WAB) of the Department approves the work programme annually.

(b) Skill Development Programme :- (SDP)

This programme aims at enhancing the skill of the target groups by giving training in income generating schemes/trades. Fund is allotted in the Budget Estimate of the Directorate in each year for this purpose. Individuals/households belonging to the Economically Weaker Section shall be eligible to apply for the scheme. Skill trainings like Bamboo Craft; Paramedical; Embroidery; Tailoring; Hospitality; Reed Making; DTP Computer Training and Banana/Pineapple Fibre Craft etc are given to the selected beneficiaries. Work Advisory Board (WAB) of the Department approves the work programme annually.

(a) Health:-

Under this scheme, efforts are made to improve the health of marginalized groups in the society. It was re-christened “Chief Minister’s Laiyeng Shen” in 2017-18 for extending financial assistance to widows only. An amount of Rs. 15,000/- will be given to each selected beneficiary for their medical treatment. The state Government has decided to discontinue with the widow’s health scheme as a much better health scheme called “Chief Minister’s Tengbang Shen” has already been introduced by the State Government.

(a) Coaching Programme/CM’s Lairik Heiminashi:-

Remedial coaching to Minority/OBC/SC students for English, Mathematics and Science subjects was taken up since 2013-2014. It has been re-christened as “CM’s Lairik Heiminashi” from 2019-20 onwards and it shall be implemented only in Government Schools.

(a) Pradhan Mantri Jan Vikas Karyakram (PMJVK)formerly Multi-sectoral Development Programme (MsDP):-

It is a top up programme to develop and fill up deficits under Prime Minister’s New 15-Point Programme for the Welfare of Minorities. It is undertaken in 07 (Seven) MCDs (Churachandpur, Tamenglong, Senapati, Ukhrul, Chandel, Thoubal and Imphal East) of the State during 11th & 12th Plan. Various programmes/schemes like IAY, DWS, Labour Rooms, PHC Buildings, School Buildings, ITI, Anganwadi Centres, etc. are being taken up under MsDP. As per the revised guidelines, 80% of the fund must be used for taking up projects in Education and HEALTH SECTOR. Besides, 33% – 40% of the projects taken up should be earmarked for women/girls related projects.
Implementing Agencies – Line Departments, Local Bodies or Agencies.

(a) Maulana Azad Education Foundation (MAEF), NCM, USTAD, etc. :-

The main objectives of MAEF are to formulate and implement educational schemes and plans for the benefit of the educationally backward minorities in particular and weaker sections in general, to facilitate establishment of residential schools, especially for girls, in order to provide modern education to them and to promote research and encourage other efforts for the benefit of educationally backward minorities.
